Even at full operating temperature? A cold engine the fan(s) will not come on.....normal. I ask because you mention morning. Now if they never come on say at normal temp and A/C on then take Mark's suggestion and begin with fuses and relays. Temp sending unit also, Then motors, but it seems odd both would go out at same time. I know many Camry's have two fans but so does a Honda?

As said, cooler weather will not need fans often but when you turn a/c on it should kick in...have sensor and relay checked..

Even better take back and have the person that tuned it up find the problem. If it was a regular shop go to the manager.
