Card in Spokes of a Bicycle Sound

I own a 2004 Hyundai Accent. Ever since owning the car of April 2012, I have noticed this "card in the spokes" sound coming from the front left part of the car. It sounds just like putting a card in the spokes of a bicycle. The sound always stays the same volume, but gets worse as I increase the speed. It only happens when I am driving, not when the car is just sitting there cranked.

I have been told it could be CV axles, and I have been told it could be something in the transmission. Just had the transmission replaced in summer of 2012. Recently I had the following done:
- new spark plugs
- new spark plug wires
- new air filter under hood
- back brake assembly cleaned with brake cleaner
- new fuel pump & filter

Told by the guy who fixed all this stuff he thought it could be the transmission. My dad thought it was the CV axles. The only thing is, is that the car has been making this sound for way over a year now. It seems to me that if it were the CV axles, they would have gone out, or would be making that god-awful sound that they make when you turn the wheel, which they do not.

Any help is greatly appreciated.

Sorry, transmission was rebuilt in summer of 2012. And I also just had all 3 new belts put on the car.

Ok. I'm taking it to the shop next week to have it looked at for the noise so it could be that. I'll ask. Also, I thought it might be that something could be attached to the axle and hitting the wheel or something since it only happens when I drive. Thanks!

Have the thrust washer on the torque converter / pump side of the transmission replaced and no more noise.
