I have a 2000 ford explorer xlt, i don't think the water is circulating through the block. Is it plugged or is it the water pump? I took the hoses off and tried flushing it but no water would come ou

You should take it to some one (a garage) to flush the system, A radiator shop even. They have the equipment to do this properly.
Water will not circulate through an engine that is not hot. The thermostat remains closed until the engine, and the water in it, reaches operating temperature. At somewhere around 200 degrees the hot water causes the thermostat to contract and open.
