Tail light and front running light out

When the headlights are on, the passenger tail light and the front passenger
running lights are out. The tail light bulb works when the turn signal is on or
when I hit the brakes, but does not illuminate when the headlights are on..

Your most likely culprit is the turn signal switch, as all of the exterior lighting is dependent on that switch in one way or another. A new switch is right around $90. You will need to remove the steering wheel and open the steering column to replace it. Do NOT purchase a used switch, it will fail in short order.
