2012 Cadillac CTS multiple issues after fueling up

Everytime I fuel up I have issues. If I leave the car running
while refueling, it runs extremely rough and dies. If I turn it
off while refueling, it starts right up but runs rough.
Sometimes it also won't  accelerate past around 40 mph. I
have to pull over, shut the car off and wait a few minutes.
Then it is fine. It also has a very rough idle at various times.
I know there is a special coverage 14264 that says there
may be an evaporative emission canister vent solenoid
valve that may not properly close.  I was curious if this
sounds like my issue. Fingers crossed and TIA!

Thank you so much Jim! The check engine light turns on but then back off after sitting overnight. I apologize for my ignorance, but I made an appointment at the dealership and the check engine light is currently off...will they be able to see a history? I might fuel up on the way over in the hopes it'll turn on lol.
