Fan Motor makes noise but no air comes out

Hi in my 1997 Hyundai accent, when I turn on the
air/ac/heat, I can hear the fan blowing but no air comes
out. A little air comes out of the vents on top of the dash
but nothing from the main front ones. When I looked up
the problem most people were pointing to cleaning an
air filter for the air vents but as far as I can tell my model
of car is filter-less.

I am not sure about a 1997 but a 1999-2005 Hyundai Accent has a cabin air filter. When I got my 2005 Accent, hardly any air would blow out the vents and I took it to the dealer and they didn't even know there was a cabin air filter but I discovered it myself -- here is a tutorial on how to do it on a 99-05, hopefully this will help: http://www.shareyourrepair.com/2016/07/replace-hyundai-accent-cabin-air-filter.html
