You might have a bad brake pedal position switch. PS: it usually takes about 46 minutes to get an answer around here.

Do BOTH brake lights go on/off at the same time? Is there any flicker to them? Under/near the brake pedal is the BPP switch/sensor. Have someone stand behind your car to watch the brake lights. Reach under the pedal and play with the switch. If it feels loose or sloppy, or doesn't keep the brake lights on when pressed, it's a bad switch. It's a cheap part to replace. You already know the problem is not with any fuses or bulbs.
