There's a very high probability that it does need to be programmed. However, there may be good news. I can't verify it at the moment, but with many Ford vehicles like yours, there is the ability to program an additional key to the anti-theft system merely by having more than one key (non-valet keys only!) on hand. If you have two master keys, that may be a possibility. If you do not have two keys, you'll likely need to visit the dealer or a specialty locksmith shop that can program it for you.

Correct - it takes two keys to program a third. If you provide your dealer with proof of ownership and the VIN they can make another key.
