have a 2000 ford mustang and need to replace my cat converter pipe but emissions wont matter after its 15 years old?

can i replace it with a non cat pipe before 2015? i live in mass btw

Greetings from a X-pat from Milford Taxachuttes now living in the Philippines. Two things come to mind. One it will set off the CEL on the dashboard. And you can't have any CEL's on to pass inspection. Two the inspector is supposed to look under the car and see a catalytic converter.
