My a/c compressor is not working I checked for voltage at the harness going to the compressor 13.5...is the compressor bad?

If there is no R134a refrigerant ( I still say freon ) in the system it will not come on. Check with gauge to see if any is in the system.

So I had the ac checked they say there is enough pressure in the system and for $110 an hour they will diagnose the problem I told them I checked voltage at the compressor harness side and have 13.5 volts but without me paying there labor rates they just say there is a lot of things it could be. I thought if there is not enough pressure on eather side it will cut power to the compressor.

Try tapping on your high pressure cycling switch that is the switch that goes to your accumulator it has 2 wires going to it. If it starts working when you tap on it it needs to be replaced. If switch is bad may not be sensing that there is any freon in system.
