Oxidized headlights?

Hi so i dont know much about cars, i just want to
throw that out there because im new to this. My
headlights have a very dark oxidized look towards
the bottom to where its keeping all the light from
exiting using my low beams. I tried toothpaste and
that didnt work. Ive looked online for other things
to try. It almost looks like water sitting inside but i
do know for a fact its on the outside. Any
suggestions on how i can get this off? Please help!
I would attach a picture if i knew how lol

Yeah it is on the outside it just looks nasty. New headlight covers right? Thank you so much for responding so quickly. I appreciate it! I even tried sugar mix and a scrubber but that didnt work hahah

I just got this car two days ago so i def want to keep it looking nice. The only cosmetic problem is how the headlights look. But also driving at night on two lane roads i need to be able to see
