Truck won't start

My 2000 Ford ranger won't start, rolls over and
everything but it won't start up. I've had it on the
battery charger now for a while but it won't make a
difference even tho the charger says ots at 80 %.
However, I've noticed it's in need of a quart of oil bit
that shouldn't dictate whether or not it starts
