Is there a relay or fuse for the startin system on a 95 chevy with 4.3?

95 c1500 4.3, solenoid clicks on starter but no spin.
Changed starter new one does same thing as old one.
Both wires are tight, could this be a bad relay or fuse? Or
did part store sell me a bad starter off the shelf?

It could be a P.O.S. starter , make sure batt. terminals are tight and do a voltage drop test for the starter cable , with a multi tester pos. terminal on the batt pos and neg on the starter then hit the key a few volts is o.k. anything else replace the cable . The motors not seized is it ?
I dont think so but I'm not sure. It's not my trucks it's a friend's just tryin to get it goin for him. Said it went home from work fine went to leave again could her the start click once then nothing. So I changed starter last night did same thing one click and then nothing. Hooked cables up to my car incase needed a boast wasn't sure how many times he tried starting it before I got there still did nothing, just one click.
Try rotating engine by hand to make sure engine is not seized up. If engine rotates, check battery cables for corrosion. If cables are clean and tight, make sure battery is fully charged. If everything looks ok, manually short out the 2 terminals on the starter solenoid with a screwdriver. If it still doesn't spin, return starter for a new one.
Make sure battery has a full charge and battery connections all good, positive and negative? note the starter diagram. Two voltage circuits at starter motor, the B terminal, comes from battery, hot all the time. the starter motor s terminal goes hot with key in the crank position and is wired through neutral or clutch depending on the transmission. The starter motor grounds through engine block. any testing at starter, make sure transmission is in park or neutral and parking brake is set, vehicle can't move. You can use a test light to check for voltage. good luck
