OBD Codes 14 And 15 Both Coming Out On '95 Chevrolet C/K 1590 P/U

Hello...
I have a 1995 Chevrolet C/K 1500 P/U, 5.0
L. The truck has has had some things
replaced on it recently, like the idle speed
control. It takes about 4 times to catch and
not stall out when started. Part was
replaced and it still does the same thing.
The only way it will not stall without the 3-4
attempts is to use the gas pedal. It has
four codes-14, 15 , 33 and 35. It had
vacuum lines changed to EVAP canister
also. Is this a result of the ECT sensor
being defective? It can't have code 14 and
15 at the same time-one is the opposite of
the other, but it does.
