93 Silverado 700R4 swap no 4th gear

Took the destroyed 4L60e out of the truck
when I bought it and replaced it with the
700R4. Was not planned but when I went to
buy it my tranny guy said they'd be identical.
Yeah... But anyways the 700 had less than
100,000 on it for sure and was hooked up to
its matching transfer case. Hooked up real
nice except for the dip stick (one for tranny
was broke off in port) so we used the 4L60e
tube. Had everything hooked up except for
the TV cable. My fault at the time. Since it
hadn't been started or moved in ages I was
dumb and tried it. Took it for a couple laps
around the yard. Then pushed it to push in
reverse. Would just slip at first and barely
catch then slowly started moving. Now fully
functional. But ever since installation and
the tv cable being hooked up and adjusted it
has never shifted 4th gear ever.

Not sure but will try. Definitely think its internal though.

Tested without tv cable. No change. Also tried shuttin it off in gear, shifting between D and OD an back but made no difference. And hit the servo cover with a hammer and still nothing. Shifts all gears perfectly but still nothing. Going to rebuilt the tv valve and see if it helps.

Its a 700. Theres no electronic controls in it. All it has is the lock up solenoid and I know its not hooked up. Its a pressure controlled valve body ran off the tv cable from tbi to tv valve. I'm assuming its either the 4th accumulator, stuck valve spring or blocked valve port.
