Buying a car out of state

My question is, is it possible to buy a used car from a dealer out of my home
state without having to leave my state. I've been looking to buy a 1990
Chevy 454 SS truck. but the only ones I can find in my state (California) are
over $25,000 ,which is over $9,000 over my budget. I've seen over 20 out of
state ones that are within or below my budget. I know I'd have to account for
transportation and paper work cost, etc. I'd plan to buy it from a used car
dealer.

Be aware that you cannot legally register a 49 state smog car in California! The truck must be 50 state compliant.
