Turns over but won’t crank

88 Chevy c1500 5.7 engine turns over but won’t
start thought I wasn’t getting spark put new rotor
button cap wires and plug and ignition control
module got good spark but still no start then come
to find out I’m not getting a whole lot of fuel so I
rebuilt the throttle body and put new injectors in it
now nothing is spraying someone told me my exam
was bad so I got one out of another truck through a
salvage yard it and acted like it was gonna start but
then went back to the way it was before so I check
and the injectors still aren’t spraying checked the
voltage at the connectors for the the injectors and
I’m only getting 1 volt where I should be getting
however much the batter is putting out checked the
fuses for the fuel pump relay and the fuses under
the dash for the injectors and fuse is good also I
just replaced the fuel pump a month ago  what
should I do now I’m running out of options time and
money please help

When I test it I’m testing it with both wires with the key on even with trying to crank the truck the injectors are still not spraying
