Battery has a full charge and cables/connections all good? Note the diagram for starter relay. The relay has two sides, the load side, right side in diagram. Yes, if you unplug relay and use jumper wire between the two terminals, right side, the starter motor should crank the engine. Then you check control side of relay, left side in diagram. The control side needs voltage and ground or the relay won't energize. The top wire on left, in diagram, is voltage. The bottom wire on left is ground. You can unplug relay, use both ends of test lite between those terminals, on the left in diagram, have helper turn key to crank. If the lamp comes on, you got voltage and ground good enough for the lamp. Any applicable trouble codes? Any component you replaced, you may need to check voltage to and from?

Yes battery has a full charge and cable connections are good. I use a jumper to start the truck right now. Everything works great. I added a ground to the 87 pin of the starter relay and it still does not work. There is a trouble code of p1409 which is EGR vacuum regulator solenoid circuit malfunction.

At the moment, I'm concerned with control side of relay? You can click on the diagram to enlarge. The pin numbers at relay are they correct with what you have? Pins 30 and 87 are on the load side of relay, you don't ground either pin. If you use jumper between pins 30 and 87, your jumping voltage from one pin to the other, basically bypassing the control side of relay.
