My 91 infinity heater would not shut off for 2 wks then it quit. Replaced relay board, worked off and on, mostly off. Replaced heater switch, came on. Started car back up and once again no fan.

A twelve year old blower motor will have short brushes. They get hung up in the brush holders and prevent the motor from turning. Try tapping on the motor with a screwdriver handle or you shoe to see if you can get it running until you replace it.
tenspeed is right. most likely a new motor is in your future. did you check the resistor when the circut board and switch were replaced
