2017 Ford Explorer Ltd

There is constant cold air blowing underneath the front seats (toward the front
of the car).  It is always the temp of outside air.  Also, if the passenger seat
heater is on, the air blows harder.   What could cause this?

2017 should be under warranty. Have the dealership fix it.
