Tire rubbing inner fender

A friend of mine has a 2017 impala with stock rims and tires. There is plenty
of clearance between the tire and inner wheel well. She started to hear a
noise coming from the front of the car, and took it to the Chevy dealer to
check. The first visit, did not provide any resolution, duplication of the issue,
or explaination. She took it a second time, and now she was told the front
driver side tire is rubbing against the inner fender lining, and would require
the inner fender wheel well to be replaced, and that it was not under
warranty. Is this a known issue from the factory, this model, or this dealer???

I would avoid a lot of expense and headaches and just try to force it back out of the way. Or look for a fastener that came loose. If it's plastic, a chunk of snow or ice may have dislodged it.
