Slipping gears in auto tranny

Do you think it just needs more atf fluid or could it
be a solenoid?

My truck only slips gears between 1st and 2nd gears. Could it just be low on fluid or what else could it be

Top off the fluid if it is low and hope for the best. If the fluid is brown, black or smells burned you are too late.
