when a car is listed "certified" does the price listed include the certification or does the dealer add that cost on to the price?

Certified means a warranty that is included in the price normally but read the fine print.

Could go either way. Most reputable dealers include it in the price, but some of the shady players do not. Since certification could cost a couple grand, it's always good advice to read all fine print and be sure to ask as well.
