How do you turn off the seat belt chime?

As it is a safety feature you can’t. If it chimes all the time then locate and fix the bad switch.

Other than unplugging the left front radio speaker, you can't. The chime sound comes from that speaker. If you're like me and don't like the seat belt carry a pair of scissors in the glove box or center console so if you have an accident and the seat belt jamms, which they do sometimes, you can cut the belt and get out.
