Possibly your Thermostat is stuck open...possibly one of the plastic diverter doors has a cable that is no longer connected~ examine and move to see somethin' danglin' or not behaving like it should~ new 190 degree thermostat and it should be "off to the races"~

Your tsat is stuck in the open position - verify the temperature at the housing - it should be between 160-190 degrees - if not - bad tstat
