how do you do this when replacing a battery.  Vehicle computer system must

That means the computer needs to be flashed. On many newer vehicles the computers (plural) must be kept powered up, even during a battery change. This is done with a memory saver device that's plugged into the power outlet (cigarette lighter) before the old battery is disconnected. Once the new battery is connected the memory saver is unplugged and you're on your way again without having to flash the computer. Hope that helps! Jim

I have a 97 Jetta GLS and I want to know what fuse to pull for the cigarette lighter

The cig lighter fuse number is factory labeled on the main panel under s.wheel. acs-cig ltr. Not sure of the exact number but it is near or at end of the fuse box.
