check voltage and ground. Even if the fuses are good, if no voltage, the circuit is still dead. Ground is important also. You can use test light to check for voltage at fuses. I saw three fuses, interior fuse box, relating to hvac, hot all the time. Hopefully you owners manual has fuse box layout, any fuse that relates to hvac, check it for voltage, use test light. it is possible you might need to check grounds, also. In my diagram, for the blower motor, red wire is voltage, black wire is ground.
