Is the AC compressor not coming on to cool the inside of the car? Or, is the heat not coming on to to raise the temperature inside?

I have a problem with my controlling my heat and air conditioner on a ford explorer Eddie bauer 2006 it won't shut off how do you shot it off
my heat is on-cant change either up or down temp-ac wont switch on. i think there is something wrong in the control panel. its fully electronic.
