What is the best way to increase HP?

Hello, I have a 1999 Ford Explorer Limited AWD and I was wondering what the best way to increase my HP without sacrificing MPG. I have already got a cold air intake and dual exhaust but nothing else. Any suggestions?

chip. proper tuning will also increase fuel efficiency or at least keep it the same.
