My Jeep Liberty sport 2002 is running hot. Should the radiator fan be runnig all the time?

Sometimes the temperature is normal. The antifreeze is full.

The electric fan should run all the time when the A/C is on or when the thermostat reaches a certain temperature ...

I think you are saying that the fan keeps running AND the engine is over heating- stuck thermostat?.
