Ford Fairlane 63 Rust repair
Looking at getting a Ford Fairline that seems
to be in decent shape. Wondering if this rust is
too far gone to repair and if I should pass on it

As old cars go that is not that bad. This is repairable.
That is way better than I expected. Very repairable.
So definitely possible for a DIY fix?
I have no idea of your repair skills. You need to be able to bend and shape metal and then weld it into place. You would not ask if you already had these skills. I would show this to a body shop that does car restoration and see what they say.
