It is the oil pan drain plug. Either the gasket that surrounds it is bad, it is lose or the threads are stripped. All of your engine oil comes out if that plug is removed.

Is it possible to replace the whole thing because they told me the whole thing will need to be replace because the oil will not come out

I wonder if they are talking about replacing the entire oil pan? Is that drain plug glued or epoxied in?
