98 Grand Cherokee 4.0L No Start

OK, this all started with the classic stalling issue that seems to be related to
the PCM.  Checked PCM solder joints and looked like I had two that were
cracked so I have resoldered those.  After resinstalling the PCM, I get no
start.  Before I consider that the PCM is bad, is there something I could be
missing?  Is there something special that needs to be done so the computer
"learns" again?  I run across some cars where you have to turn the key for
15 min, then off for a few to 15 min, then on again.  Does this thing have
something I need to do?  Thanks for any advice.

No magic resets on this vehicle. Does the check engine light come on? If yes scan codes it may not be the ECM.
