I have a 1997 Honda Accord with brand new battery, water pump and hoses and belts and new harmonic balancer. It is trying to start but won't turn all the way over to start and has a fulltank of gas and etc.

Remember, to start an engine you need: power (battery), Spark, and fuel. Without any of these you get nothing. You obviously have power to the starter because the engine is cranking over. This leaves: power to the ignition coils to make the plugs spark and ignite the fuel in the cylinders. So, check for spark at the end of the plug wires. If you have spark this leaves fuel. Make sure you are getting fuel into the cylinders. Because the battery is new and the tank is full, does not guarantee that you have everything you need going to the right place. With all the work you have done to the engine, I would hazard a guess that your problem is something minor that has been over looked while doing the work, like a disconnected wire or electrical connector in the engine compartment going from a sensor like MAP, AT, IAC, or similar, or possibly a blown fuse or bad relay in one of the fuse panels in the car. If every sensor is not plugged in you will not get the proper signals to the cars PC to start it. If you don't have one, I would suggest you get a Haynes Manual for your car. They are A VERY CHEAP BUT GOOD SOURCE OF INFO FOR YOU.
