I would then suspect the sensor in the bottom of the reservoir to be faulty or dirty. Over time sludge builds up on the bottom of the reservoir. Drain the reservoir, remove the sensor, clean and reinstall. If that doesn't work, a new sensor might do the trick and or the wiring needs to be tested.
