1996 jeep cherokee misses, has hesatition till warms up then still some hesatition but much better. What cause this?

when you first start it it will miss and run rough with hesitation but let it set
there at idle for about 2 maybe 3 mins it will clear up but will still have some
hesitation when thrusting the throttle forwar like it takes time for the gas to
fully  catch up to the rpms. I have put new plus and new gas filter whiched
helped a lot but still doew that when u first start it. I may also add that after it
warms up and you take off down the road it runs perfect at normal running
but has hesitation when kicking it down  say to pass. Also does it when you
shut it off and after it sets fora few mins it does it again till it warms up...
