I have a 1999 ford ranger xlt 4.0l vs auto trans. Can
I take a manual trans out of a 94 ranger that had a
4.0l v6 as well, put it in my 99 take the clutch peddle
and all???

theoretically yes you can, however there is more to it than just the pedals and transmission. I did this same thing to a VW Rabit I had in College, The wiring differences were a nightmare to figure out,. Neutral safety switch, back up lights and all that fun stuff. Today's cars and trucks are even more complicated than that 1977 rabbit I did.

so change the wiring harness as well you will be fine!
