1978 El Camino Fuel Tank capacity

I have the fuel tank on the bench and is level with sending unit removed. I
filled it up with 18 gal of water. The water level appears to be close to level
with the bottom of the filler neck inside the tank. I added another four
gallons of water and now the level is almost to the top of the tank and is
about 1/3 the way up the filler neck. It looks like there is enough room to
add one more gallon but no more. I am trying to determine if I have a 18 or
22 gallon tank, for the purpose of buying the correct sending unit. Which
level is correct? level with the bottom of filler unit or inside the fill neck. Your
help would be greatly appreciated

An 18 gallon tank would not take 22 gallons even if you filled the neck all the way to the top.
