dim battery/brake light warning light

2005 kia spectra,  driving it the warning light comes on very dim for
battery/brake then shortly goes out then back on, checked the voltage with
obd2 and it is saying bad alt. but when i check it with voltage it is charging 15
volts.  is it possible it is charging too much volts?

Yes, an alternator should put out no more than 14.7 DCV. I would take the alternator off and and have it checked. You know already it is putting out 15 V in the charging system.

I was driving my 2007 Kia spectra and the battery and break light comes on and the seat belt light been blinking what could causethat
