I found a certified Ford on CarGurus, When visiting the dealer I was told it was
not included in the price and was an option for 1295.00 is this standard practice
when listed under certified?

Some dealers will do anything to get more money out of you. If you are shopping for a CPO Ford go to the Ford CPO website.
