heater won't warm up

I have a 2001 Lincoln Navigator in in the winter time if its
like 10 above the heater works just fine but the minute it
gets down below or below zero all it will blows cold air

We thought of that but even when running for half hour not even moving it still blows ice cold air. Very puzzling. Now that weather has been in 15 to 30 degrees it is totally normal have to turn heat down gets to hot in cab
