Why is it so hard to find this pump which
operates the fan I found the pump for
steering but not the fan

The hydraulic fan was unusual and not used much. Parts are expensive. www.tascaparts.com has them as well as you local Ford / Lincoln parts department. A new Ford / Lincoln hydraulic fan pump part number YW4Z-8C628-AA is $528.22 plus shipping. They are easy to find and available, but not inexpensive.
