Why would my 99 Continental Lincoln staying at
four-and-a-half RPMs going down the highway

I don't know why but it would have to do with the transmission not shifting into high gear or over drive. You may want to stop at a transmission shop for proper diagnosis.

you mean 4,000 rpm cruising speed ? Whats this car weigh ? Might be normal , does it accelerate O.k. ? ( I'll bet it does )
