Oh it was cutting out and wouldn't start till I changed the tps and throttle air bypass valve but still got low rpm and sluggish driving..

sufficient fuel pressure? by 'cutting out' do you mean the fuel pump stopped working....then began working again? or the intake is so clobbered up with carbon from a defective EGR that it has trouble even running?
if it does it more in say overdrive with your foot on pedal Its probly a coil pack!
Plugged Cat? Check Engine light on? Bad gas?, Overheated Transmission? fuel pump? Loose nut behind the wheel? What else is going on with it. Every little detail helps.

the fuel pressure regulator has black butyl rubber hoses which are cheap and crack....replace them with silicone vacuum hoses (though more expensive) will last and last and will NOT leak...you see if there is not enough vacuum to the pressure regulator it will not produce ANY fuel pressure and be weak....and the leaking vacuum hose will make you run faster...with no uuumph...because the air/fuel ratio has been upset now....just another keen horror tip of lack of performance from your ole' pal judge_roy~

My 2003 expedition would go but very slow then its just got more speed and went why
Does anybody understand why an 98 Expedition will have a problem taking off and then after 20 miles per hour it's fine already replaced the fuel pump fuel filter and coils it just doesn't want to take off when you stop and then like I said after 20 miles per hour it's fine I already cleaned the mass airflow sensors and hosing checked all of it seems to be sturdy and find
