Gas shut off

2018 Kia Optima has an 18.5 gallon tank on fill up
at 45 miles left it stops at 14.1, 14.2, 14.3.  Kia
says not to keep filling but then I would not get the
right amount of gas mileage in the car  based on
the 18.5 gallon tank. What could be the problem?

All this means is you have about 4 gallons of gas left in the tank when the meter says 45 miles left. I don't see any problem. Topping off the tank is always a bad idea. I think you can safely go another 20 or 30 miles without fear of running out of gas. If you run the tank too low you can damage the fuel pump which is cooled by the gas in the tank.
