2002 Mazda millenia manually adjusting broken electric tilt

I have a 2002 Mazda millenia with the tilt stuck in
the down position.

I took the covers off pooked around and can’t find
the gears to disengage to manually have it set to
the correct heights for myself.

And ideas or pictures someone can help me with.

I have a 2001 millennia with the exact same problem, power tilt stuck in the down position
