The PCV vacuum regulator in the valve cover is most likely failing. There is a one way
(check) valve in the intake manifold that fails and causes the ruptured vacuum regulator.
The root cause of the problem (the intake manifold) needs to be addressed or the valve
covers will keep failing. Unfortunately there's no way to repair the valve in the manifold
and the manifold needs to be replaced. Even more unfortunate, GM has never redesigned
the intake with the cheap check valve. Replacing the intake along with a new valve cover
will buy you some time.
