Jetta 2019 wipers swipe first before jet of fuild, is it normal also no sensor for washer fuild level??

My Jetta 2019 wipers blades swipe on the
windshield before spray of water jet, also
there is no sensor for washer fuild. I have
comfort line

Lots of cars do this. It is annoying. You can complain to your dealer but I doubt they will take you seriously.
