Blinking nstrument panel lights on a 2004 Aviator

Why would the instrument panel lights on a 2004 Aviator come on and off when
driving.  This does not happen all the time and when it does they quit blinking
after a while

Replaced and problem still there. I did not mention in original question that the blower (although not on) turns on and blows air for a few seconds when the key is turned off. Don't know if this is part of the same problem or a different one
