2003 Mitsubishi Lancer ES Key Fob Programming

I bought a pair of key fobs for my 03 Lancer ES. I'm following the instructions
required to program them to the car but it doesn't seem to work. At the point
where it tells you to press hazard button 6 times and the car will lock and
unlock,  my car doesn't do it.

You need to return those key fobs. Please go to car alarm/stereo installation store and have them install a new alarm system for less than $80. The system includes 2 remotes to lock/unlock doors and arm the alarm. The original Mitsubishi Lancer Es fobs are just for unlock/lock the doors.
